Be careful if you do this...

A lot of people actually send messages to others as BCC and then put
themselves in To in order to make sure it has gone out.

We see a lot of that.

The only legitimate mail that would pass this test would be users
sending mail to themselves and for us it would be worth losing the
capability which I don't think is used much.
