It depends on who "owns" the page. Can you give some examples?

Actually, the process is this: 

File an issue.  Most often it is taken care of quickly.  If it is not,
nag on the lists. "Nag" here means remind the people of the issue.  Many
of us have many issues pending and need reminders.  As most people are
volunteers here, and have lives, it is expected that OOo is not the
priority.  Others of us deal with high priority issues first.
