Helping with the specifications would be great. There are several
differences to the old Chart wich are not documented within a
specification so far:

1) Automatic Scaling
The automatic scaling of axis has be enhanced ( Issue 30426 & 54888 )

2) Scale tabpage for value axis:
 a) For logarithmic scales manual minimum and maximum settings now are
recognized ( Issue 27694 )
 b) For logarithmic scales the major interval now has a meaning and can
be changed. 1 is one order of magnitude. 2 is 2 orders of magnitude etc.
(Issue 26869)
 c) The minor interval now always is given by a number of subintervals to
ease the setting as it was before for logarithmic scales only.

3) Minor Grids
Minor Grids are not paintet on the Major Grids position anymore (this
maybe could be mentioned within 2c )

4) Insert Title Dialog
The checkboxes for titles have been removed in the wizard and in the
insert title dialog to avoid confusion (Issue 13443, Issue 26537)
http://specs.openoffice.org/chart/ChartInsertTitleDialog.odt

5) Pie Segment Dragging
3D Pie Segment Dragging and Ring Segment Dragging is now possible in
addition to 2D Pie segment dragging (Issue 20321).

6) Source Format for Axis and DataLabels
If setting the number format to 'Source format' different number formats
in Calc are now recognized in Chart for separat series and single datapoints.

7) Range Highlighting
The Highlighting of cell ranges in calc for accessory selected chart
objects has changed
a) It is not drawn a border around the whole range anymore; instead each
different part is highlighted by itself. E.g. each series and each series
label has its own highlighting border. Thus you can more easily see how
the range is separated for your chart (rows, columns, with or without
labels).
b) If a category axis is selected the accessory categories are
highlighted if coming from a calc cellrange.

8) Net Chart
a) The Net Chart now can have an own x axis thus you can set the
labbeling for both axis independently.
b) Grid Lines in Net Charts are now direct connection lines and no
circles anymore.

9) Bar Chart
a) Bar Connectors are now possible for Bar Charts also; not for Column
Charts only.
b) Overlapping Bars and Columns have changed painting order to be like MS
Excel.

10) Legend
The legend entry for series with line and symbols has changed to show the
line in addition to the symbol.

Furthermore we would like to create a specification for the current
default colors and symbols. This then later on could be used as a basis
to change to a more pretty colorset and maybe an enhanced symbol set or
so. But thats future.

About the press release I am not so sure. Who will coordinate the maybe
dozens of people?

I would like to stay with only one website for the chart. We have it
already at http://graphics.openoffice.org/chart/chart.html. I must admit
that it is outdated and needs a cleanup. If you have good ideas what you
want to see here let me know.

Thanks for offering your help,
Ingrid
