I agree. An even more minimalist solution would be to include the
checkbox as seen on the "More platforms and languages" page and have
it show and be automatically ticked if no JRE is detected (with a
short description beside it, of course). This could also be the
default case if javascript is disabled.
If a JRE is detected, then the checkbox wouldn't appear at all. What
do you think?

P.S. on my computer (WinXP, Firefox 3 & JRE), there's still a short
'freeze' delay load while the JRE is detected.
