Responses should focus on constructive feedback to help make the conversation more effective. The goal of public discourse should never be to shame someone or make them feel bad. If there's a doubt about how your message will come across, it's probably better to send it privately. The CoC Working Group would take a public action in response to a reported incident if we feel that the community at large needs to be aware of our stance on an issue or to explain a "imposed vacation" or ban. For example, to let the community know that a specific message was not appropriate.
