Well, there are several cases of domains being hijacked, bounced around
registrars, deleted at a registrar that allows deletions, recreated
immediately so it appears that the new owner is legitimate.  If a user
doesn't want a domain, let it expire.

I'm still working on a better deletion policy - it's been a busy week with
the .biz launch.  More to come.
