This rule doesn't make any sense. I do not object that the registry refunds anything to anyone but it's just not legitimate to rip a registrant of his renewal year. He paid for it. What's the difference between transferring a domain after 45 or after 46 days? What makes a transfer so special within the first 45 days that the registry thinks they can rip off the registrant his fully paid for renewal year? The only occasion this makes sense would be refunding the registrar if the domain gets autorenewed and then canceled within the next xx days. It's possible that he wasn't able to collect the fee then, so refunding him sounds legitimate.
