When a client does not pay (fraud) for a domain name registration, do we
have any possibility to know and change login/password to stop him to use
this domain name? Or any other possibility?


You might do this, but I would not recommed it. The client might claim
that you pay for all damages resulting from such a password change.

Personally I only register domains for companies/persons located in Europe,
because we have some easy possibilty to claim any debts by the
courts (which I cannot do f.ex. in Northern America)
If you are a medium sized company I would recommend only to
accept clients where you have the possibilty do retrieve the money without
being obliged to contact a laywer.
