You can combine accounts by doing a "registrant transfer" of your other domains. CIRA charges for this (as do we), but a year is added to the domain as part of the process. Currently this isn't something that can be done automatically via the OpenSRS system, so you must email support to assist in the consolodation process (if you wish to pay for this, and get a year - you may want to do it over time to renew your domains when required)
Citizen means you have full Canadian citizenship, permanent resident means you just live in Canada (but don't yet have Canadian citizenship status) When you change your nationality, you should receive an email to the Admin contact for that domain and then go to CIRA's site to approve the change to the domain.
