But the user whose business depends on 24/7 access expect exactly that.

Since you'd be contacting another business, this would be irrelevant.

Looking at the specific case in question, everything it would take to make 
the determination -- web server logs, reverse DNS lookup -- could have been 
done at 3am on a Sunday without waking anyone at all outside of OpenSRS.

Well, some of us aren't here because of the price, and we expect erring on 
the side of service as a policy.
