I was slightly incorrect earlier. Currently, if a domain is deleted during a grace period (5 days from creation, within 45 from expiry) it's dropped directly into the pool.
Verisign is introducing (this is ONLY for .com and .net) a "Restore" capability, that will "hold" deleted domains for 30 days after the delete command. There is a fee involved in "Restoring" a domain however, more details to come as they are available.
