My way of handling it (read "opinion") is that _one_ off topic posting of a message is permitted as long as the message explains why those on the list will have more than a passing interest in the subject (i.e. the grocery-bag idea mentioned before) and then a reference to the subject matter that prompted the message and lastly, it *must* say that followup is some place else and *not* on the list. Messages, like any opinion, can only be proven to be of value if it is reviewed and debated publicly by like minded individuals. The topic of "geographic/political border security" cannot be properly discussed in a LOPSA list who's purpose is discussions directly related to being an S.A. It is the same reason you can't go to your town meeting and during a discussion of streetsigns bring up the ecology of the red-tailed hawk and the loss of their nesting grounds.
