This is very often primarily dependent on the quality of the packages that come from your distribution or packager. The postgres packages on Debian, for example, are top-notch, and handle things like upgrades and major version changes relatively well. Things are set up to make it semi-straightforward for a knowledgeable DBA to do their work, with a minimum of hijinks.
If you've got a dedicated DBA, then certainly use what they recommend and find least frustrating.. If it's essentially an embedded DB you're running to support only a single application - use what is easier. (If on Windows, this is likely to be the MS thing... that I myself would not ever choose to use, because I strongly prefer having access to all the knobs and the flexibilty that a good CLI and the ability to micromanage the configuration present.) There is a pretty incredibly broad spectrum of folks who use database technology for one thing or another.
