For a novice who has to support this? 100% MS SQL. The community and
availability of support is orders of magnitude larger than postgres.

You will also be able to find another novice administrator to support it
after this one levels up and/or moves on.

Out of the box,  MS SQL is simpler to install and configure than Oracle.
