This is probably fairly easy if you are used to Windows programming and fairly hard if you aren't.
The plugin part shouldn't be a problem, there are a lot of perl knowledge here so I'm sure you can get help regarding that part if you get stuck. Since I'd love to get a working Spotify integration myself, I would probably be willing to contribute to the perl part if needed.
