I've no idea how the other integrations work but I suspect that the
service would have to find the Spotify window and send mouse and
keyboard events to it. This is probably fairly easy if you are used to
Windows programming and fairly hard if you aren't.

The plugin part shouldn't be a problem, there are a lot of perl
knowledge here so I'm sure you can get help regarding that part if you
get stuck. Since I'd love to get a working Spotify integration myself,
I would probably be willing to contribute to the perl part if needed.
However, I don't plan to bring back the Windows programming skills I
discarded about 10 years ago.
