There is on one way that is down in digital audio to avoid clipping, so
yes the general volume will go down on many files some old recordings
or classical recordings will go up in volume. So you simply have rise
the volume in general ? that would not be a problem as your files will
now have a similar volume.

Modern loudness raced supercompressed cr*p recording will be some 10-12
dB down, that is normal because these recordings are not "normal" to
begin with.

The unsolved problem is what to do with internet radio ;) you could get
any volume there.

Or switching to another source on your amp, some amps do have
adjustments for each input as sat tv boxes vcr old tape decks or
whatever can have their levels all over the place.
