I got it. in Foobar2000 preferences there is an option to change target
gain. default is indeed 89db. I'm guessing this means SPL @ 1W from 1
meter assuming ideal speakers (theoretically infinite sensitivity
speakers). I"m not sure how this value refers to bit depth. I can only
assume you're talking about maximum Dynamic Range of digital
quantization. In that case, a 15bit quantization will have 6X15=90db
DR. So maybe the ideal gain SPL should be 1db blow max DR hence 89db.
So I set it to 95db which is 1db below 16bit max DR (16X6-1=95. Believe
it or not' but the result still had many songs that got negative gain of
up to -3db. 

Now for the last question: if I use Foobar2000 to apply replaygain by
track and then by album. Will both methods be written to IDtag or the
second run (by album) will overwrite the first run (by track). I want
SB to be able to use both.
