In that case you want to use track gain with SB. Sometimes it is called
"radio gain" because it is similar to what radio stations do. Ever
notice that a soft ballad sounds just as loud as heavy metal?

I think that foobar2000 may allow you to change your reference volume,
but I'm not sure. It would be somewhere in the configuration options,
and I don't have it with me now to check the specific settings. If
foobar2000 cannot do that then I am pretty sure that dBpoweramp can.
However, if you want to increase the volume after you have evened out
the volume from different tracks using track gain, I would say just
turn the knob on your amp a little higher until you reach desired
loudness.
