That could well be true Steve! We get hit less by P2P than 
virus/trojan/spam infections, in which case a scary red warning on the 
captive portal page followed by a redirect to our page 
http://socalfreenet.org/removespyware seems to help people help themselves.

The enforced four hour cutoff also helps with machines that people leave 
unattended - i.e. so even if they're infected or running P2P, they have 
to keep clicking through the captive portal to keep them running.

Fwiw, when we try everything and nothing works, we go into the AP and 
blacklist the offending MAC addresses.  If they're legitimate users 
they usually find a way to contact us.

The tragedy of the commons ensures that this free wireless effort is 
never a completely hassle free endeavor.  Even on my street recently, 
someone has been running bittorrent which is playing havoc with my 
(wireless) voip connection ;-).
