Indeed. So, who is the 'treasurer, what does the bank hold if we
actually have any cash ?

We need to know Shads running costs.

So, what does do Charlie and Shad charge for their time, or want for
their time on moving SME from CentOS5 to 6 (which I believe is key at
the minute to allow further development) ???

Who else has the key skills in this area, and what will they do for free
or for money ?
