The problematic behaviour doesn't need to be reported, and it doesn't need to be either by a member of the community or towards a member of the community. I know at least a couple of individuals whose behaviour in other spaces means that they would be watched very closely if they turned up at one of our events, even if they haven't yet caused any Django-related problems. Of course it's true that reported problems will be investigated, but that process is described in some detail already elsewhere.
