It does not scale and the issue is defining what is a "known list"
Sigh. Please see previous discussion of why you are mistaken.
In any event, since there is no chance whatsoever that people will break
working mailing list software to work around DMARC's limitations, any more
than they did for SPF or DKIM, I might as well stop now.
