I found the same string in a Linux Mint forum. I followed the instructions
there exactly (put the string into a shell script in /usr/local/bin and ran
skype - no change.

Just to be on the safe side, I installed qv4l2 and ran it. I was able to
activate the webcam inside that, but still not inside skype.
