George,
The "B" line receiver is very good, complete with all filters right out of the
box and should cost less than an R-4C. A stock R-4C is decent but with the
addition of optional filters and a noise blanker it is a better choice. You
want one or both of the CW filters (.5 and .25) and the 1.5 is advantageous
when SSB conditions get tough.
The single most important improvement you can make to an R-4C is to replace the
stock 4 pole 1st IF filter with a GUF-1 INRAD 8 kHZ 8 pole xtal filter. Get the
8 KHz, the 6KHZ affects the noise blanker. This filter significantly improves
selectivity. It isn't cheap ($120) but well worth it.
If price is a major consideration go for the R-4B. You will not be
disappointed, it is a fine receiver and can be used without any modifications.
A fully loaded R-4C (3 CW filters and noise blanker) will cost considerably
more and you still have to replace the 1st IF filter at an additional cost of
$120. However, if you can spring for it you will be very pleased with the
performance.
Good luck!

The C-Line is, in my opinion, a far superior radio to the B-Line.
