Okay, now I'm convinced that this patch tries to do *too much*. Between "last
minute" and the premature substitution of parameters, I'd like to suggest
something simpler:
1. move config/dspace.cfg to config/dspace.cfg.old
2. copy new configuration to config/dspace.cfg
3. warn the installer that config/dspace.cfg needs customization and old
values can be found in config/dspace.cfg.old
4. done
Automating the conveyance of old customizations to the new file can be
revisited later.
