You deemed to have missed the point.  Currently, the patent for the 
AMBE vocoder that D-STAR uses is held by DVSI.  Currently, they only 
license their software at $100k, so the only economical (and legal) 
way to get AMBE is to buy the chip.  That's what the DV Dongle and 
other hardware solutions provide.  Until the licensing/patent 
situation with AMBE changes, you're going to be stuck with needing a 
bit of hardware to perform the audio processing.
