BUT, as most of us do NOT use safety belts to protect ourselves and our children, we are forced to legislate such common sense laws....and here in Massachusetts, you can't register you vehicle WITHOUT having insurance, SO why not the same concept for sending items over $100? again, just my 2 cents.
