The only thing that comes to mind is the following: some time ago, my 
ColorSync monitor wouldn't come on if I turned on the 2400c with the 
display opened. Both screens remained blank but the monitor LED stayed 
green like yours does. Later on I noticed that if I put the 2400c to 
sleep, it refused to wake up. I trashed System Preferences, Display 
Preferences, and Finder preferences, and rebuilt the desktop. Still no 
go. As a last resort, I rebuilt the desktop once again, turned off the 
machine, and took out the battery for four hours so that the computer 
would reload the Power Manager from hardware. Afterwards I put it back 
on and restarted the computer. Everything was fine then and has been 
ever since.

Can you find out if your PowerBook goes to sleep and wakes up properly 
without an external monitor attached? If so, turn off the PowerBook, 
close the lid, connect the monitor and turn the Powerbook back on. The 
monitor should work (keep your fingers crossed). HTH,
