Art you beat me to answering to Shan along the same line. It is  
important to understand that the Certification is about  
INTEROPERABILITY among the tested products NOT their COMPLIANCE to  
the IETF (not W3C) standards!

There are two main reasons for this. The first being that the  
standards themselves don't define what compliance is and how to test  
for it. In the past communications standards such as X.400 did just  
that, however, the problems that arose were that products that passed  
the standards compliance testing were not interoperable with each  
other. The other reason being that the standards themselves are open  
for interpretations because of the lack of proving the needed details  
for every aspect of the implementation thanks to the linkage and  
reliance to other IETF standards that are required.

To overcome those issues the Drummond Group created, after the  
release of the EDIINT (AS1), a standard test environment were the  
product developers, that signed up, self tested their product to work  
with each other. Speaking from experience during the early rounds of  
EDIINT testing this sometimes requires to agree how to "interpret"  
certain aspects of the standards involved. As more parties joined the  
testing, those "interpretations" are open to be revised and changed.  
Shan's assumption and conclusion that "if A=B and B=C, then A must =  
C. What this means is that a 2005 certified B2B product will work  
with the newbie company that is now testing their product" may not be  
true at all.
