I actually don't blame Walmart as much. They made a bet-the-company bet on the AS2 protocol and the Internet as the transport because their bisynch costs were becoming a differentiator. They were looking to mitigate their risks. Walmart is all about scale and they wanted to do everything they could to minimize the ramp up. So they required certification. They also provided a free one partner license. Perhaps Walmart will be viewed one day as the evangelist that enabled SMB partners to finally slash their EDI costs!
