Mike As Chair of the X12 Transportation Subcommittee, I would agree with your comments as a fair representation of our work concerning violation of the DISA/X12 IPR. I would add that the X12 Steering committee has approved the proposal and that the DISA Board of Directors is reviewing the proposal. The intent is not to force end users to pay, only those companies who generate revenue or good will by using DISA/X12 IPR. The proposal that was approved by the X12 Steering Committee would require a company that produces a product using DISA/X12's IPR to either be a member of X12, purchase the X12 table data, or pay a royalty. Again, end users such as a retailer, supplier, auto company, transportation company, health care provider etc, should not be directly impacted by this proposal.
As for Michael's assertion concerning Washington Publishing's actions, you are incorrect. WP provided the ability for X12 N to create, publish, and distribute the implementation guides. While the first publication of the IG's appeared to be free of charge, they were in fact paid for by a third party. When that third party decided it no longer wished to subsidize purchasers of the guides, WP, with the agreement of X12 N and the organization that was previously paying for the guides, started charging for the product it produces.
