The citation may have been taken from the minutes correctly. However, the simple fact is that DISA owns the copyright, not ASC X12, and is therefore ultimately responsible for creating, approving, and administering a licensing program such as the one being discussed. The X12 Steering Committee can only act in an advisory role.
I have advised DISA of this discussion and requested that they make a statement. I would certainly be interested in comments on that statement once it is made. However, speculating about and reacting to a licensing program that isn't finalized and may not be implemented isn't a very productive use of anyone's time.
