sorry - but the dock breaks most UI guidlines.

1 - it is NOT removable - you can NOT turn it off
2 - the various animations (on by default) are a distraction to the user
3 - it inteferes with the normal and consistant operation of other 
programs (including the finder) as there is no location where it is *NOT* 
in the way.  As some examples:
* on the bottom it interferes with the viewing of the status/page 
location in MS word and excel.  If itis hidden then it inteferse when 
tryin gto enter a new zoom factor in Photoshop.
* on the right it interferse with access to drives, and docments mounted 
on the desktop.
* on the left - many applications have tool bars (floating pallets and 
such) that (at least as default) star on the left edge of the screen.

BTW - the exact same thing can be said of winblows task bar
