No, because 25% of them have a dedicated need for OS 9, one that they can't risk running things in Classic. (Prepress, when a printout might cost you $40 to run, you don't screw with OS X running Classic to handle Quark and the 30 plugins that are not OS X compatible... you boot into OS 9, and run things the way you KNOW they work). Alas, that is the #1 group of people that are still running OS 9 and earlier... and like has been said MANY times here... if you have your needs or desires for OS 9, by all means, run it. Run what makes best use of the computer for YOU. (BTW: the #2 group still running OS 9 is Education, and that is mostly because of lack of IT understanding to get OS X running in an otherwise Classic OS environment. Most school systems do NOT employ a valid, knowledgable IT person... and thanks to the Mac being super easy in the past, they have not had to. They could get away with using a teacher to cover the job...
