Phone line quality has much to do with connection speed. At my last two 
residences the maximum connection speed with 56K modems was 31K. I would 
bet it is phone lines that are limiting your connection speed and if so 
there is nothing much you can do.

Our MUG is a small ISP and I experience varying connection speeds 
depending on what part of the city I am in. The range is from 24K to 51K.
