They were needed briefly, and now are not, but no one ever wants to admit that they have no purpose, so instead they make up their own. (Think about it, if you had perfect job security, and solid good pay, but found that your job served no purpose, would you be the one to point this out? Or would you attempt to find ways to make your job look important).
This isn't unique to the government... unfortunatly, when it happens in the government, or in any position of power... it tends to be worse of a situation. When the only way to justify yourself is to continue to attempt to exert control over others, and you need to continue to increase your level of control in an effort to show your importance... it is just a matter of time before you run out of "legit" things to control, and start to destroy personal freedoms. I don't blame the FCC, I blame human nature, and society. Human nature dictates that people in groups like the FCC will act the way they act.
