Could be a job for a hybrid Mesa/Pico system. There are Mesa smart-serial cards 
with IO typically in chunks of 48 and one FPGA card can connect 8 cards per 
port. So 3x8x48=1152 IO points is doable. (Theoretical max of the drivers is 
2944)
But, the update rate is the servo thread rate. Fast IO can't be on 
smart-serial.
