The only reason that it is marked as unstable is that we are trying to prepare for the E17 release. The remaining bugs are, mostly, VERY hard to track down, so we are simply trying to minimize the possibility that ANY module which will not be shipped in this release is generating a bug which we (wrongly) believe is a bug in core E functionality. It has nothing to do with the actual state or quality of any modules that are warned against. As for EFM, I agree that it still needs a lot of work.
