It is probably provided by the KDE installation of your distro. That menu
dialog simply displays the .menu files in /etc/xdg/menus

Actually, in most of the cases, clicking on that option again will popup the
*existing* dialog. This has a utility by itself. If I have many dialog
windows open, then clicking on the option reveals the dialog window that is
already open, instead of closing it.
The only case which I can think of that gives a completely new dialog
everytime you click on it, is the Apps -> Create Launcher button. Most of
the other options just bring the already open dialog to the top of all
windows.
If you want you can enable Window -> Window focus -> "Misc -> Slide pointer
to new focused window" and "New window focus -> All windows" (or "only
dialogs with focused parent"). This should slide your mouse pointer to the
newly opened dialog window after focusing the dialog window.
Other options of controlling where new windows appear: Window -> Window
Display -> New Windows -> Place at mouse pointer.

Look -> Composite -> Effects -> menus should help you configure how your
menus look.
