Got it! In /etc/xdg/menus there's no KDE menu in my system, and that's why the 
applications menu is empty in e17, if I choose this option.

I'll have to recheck this, but this would definitely explain it. In fact, I 
think, I slowly start to understand the paradigm, here. This way it is 
possible, to open all the needed dialogs, then do the settings, and finally 
close one dialog after another quickly. It's different to what I am used to, 
but probably equally comfortable and efficient, I think.

Already tried it, but didn't find what I was looking for. I'll recheck.
