I agree that Entourage should not be downloading the same messages time after time, but not that this means that there is a bug in entourage. Since the vast majority of people are not experiencing this problem, it is more likely to be a mis-configured mail server than an inherent bug in Entourage. You could assist in either demonstrating this (or proving the existence of a bug) by installing TCPFlow and recording a transaction where the problem occurs.
