I am curious what is the host you are popping to?  Perhaps if someone
telnets to it and gets the version of MTU they are using that could shed
some more light on the scenario.

Aside from a tcp capture, which I think someone else mentioned, I cant see
any other way to see where the breakdown is happening.  While a capture may
seem difficult and troublesome, it is not that hard and can easily answer
this question.
