I know your pain (though I don't have to pay that much for film)... I've
never understod those who say film is cheap (and so just shoot lot's...)!
I can not afford to shoot as much as I'd like to. (Hopefully in a few
years with a good digital EOS, D3 perhaps :-), I'll be ably to shoot as
much as I like... Of course no somebody is going to say that with that
money you will get this many rolls, or something like that ;-) ;-)

Normal for bulk film, or in generally? Because generally it's not
normal (for normal 36 exp film)... but I've never used bulk...
