Go for EF 28-135 IS. It's good and affordable, about the same price as Sigma 28-70 f2.8. Quality when stepped down is also near EF f2.8 zoom level. Of course the lens is slower, so if you really need f2.8, it's not a choise then. But for general shooting, I strongly recommend it.
