Your A&P doesn't HAVE to go through his local FSDO. Have him call my Maintenance Inspector Jim Irwin at the Seattle FSDO 425 227 2879 and ask Jim Irwin if he'd have a problem approving the 337. I just ran the very same 337 through a couple of weeks or so ago. As long as there is an approved 337 as acceptable data for the FAA, there really shouldn't be a problem. Jim will require the 16 paragraph "Instructions for Continued Airworthiness" on all 337s he approves. Your A&P should be familiar with this.
