This indicated a failed standpipe in the header tank.. Some models of coupes used a standpipe for overflow...instead of a fixed overflow fitting on the rear side of the tank.
 
Vibration often caused the overflow pipe to fail, causing draining of the header tank. Most coupes tranlks have been modified to the rear wall overflow fitting...solving this problem.
 
Perhaps yours still has ( had) the standpipe system, and has failed.. and now the drain out exceeds the fuel pump input, so no fuel is remaining in the header tank. Modification to the rear wall overflow system requires removal of the tank and repair..
