It sounds like your neighbour is setting up an 802.11 network (more
commonly known as a wi-fi network) this is NOT a bluetooth network,
you will not be able to connect to it with bluetooth equipment.

What it sounds like you are looking for is an 802.11b/g usb dongle

depending on the operating system you intend to use it on you may need
to enable support for usb networking devices, most recent linuxes will
support this by default, depending on the manufacturer you may need to
do additional tweaking to get around broken drivers.

If anyone knows which models and chipsets to look for for linux
support please chime in.
