I'm not sure a armor EV would help in the current situation--people are not being shot in their cars. However, another approach more approriate for civilian use might be to determine the source of the shot from the sound by noting the difference in times from microphones at known locations, and then direct and focus a video camera (or just a camera) to the spot.
A company named Trilon Technology has systems to locate gunshots on the basis of the time-skew of sound. It's relatively easy to point the camera, focus should also be not too hard.
