An enclosed and locked connection port would force the crook to cut the cable to remove it (but only if he couldn't force the lock). I doubt that many are crazy enough to put cutters around a live cable, but you never know. BTW, I treat charging cables the same as I do garden hoses - I wrap black electrical tape round them in 2 or 3 places. (Make sure the "splice" looks good and lumpy; if necessary add a few bits of wire under the tape.) That way they're less attractive to thieves. A truly desperate person might still steal the cord for its copper, though I can't imagine it's worth THAT much.
