Whether they steal/take-away the cord, or just mess-with/disconnect the
EV, people do these things just to be mean/feel-superior, and not
necessarily profit motivated. A person doing their daily EV driving as a
regular routine would likely not run into as many 'bad' people as I
have, because way-back-when, I purposely put myself 'out-there/in the
boonies' and it was a time when EVs were new, and the Oil-funded
hate-talk-radio reigned supreme (EVs will be the death of this country
... blaa, blaa, blaa). So, some people took upon themselves to pick on
something they found vulnerable/they could screw-over.

-I was up at a hostile and charging at a lowly 120VAC 5A (their wiring
was awful) with permission and after (in full view) I had dropped $5 in
their donation box for the $0.10 worth of electricity I would use. It
wasn't so much I was getting a significant charge as a bit of EV PR
(quite unknown in the early 1990's). Instead of taking off for a couple
hours of pleasurable hiking up in the California coastal Redwoods, I
decided to make a couple of short hikes so that I could come back and
check on my EV. 

On the second return, sure enough, a visiting guy had unplugged my EV
(to mess me up), I caught up to him who obviously did it to impress the
young gal he was with. I ignored him, and look straight her and said,
"And this will be the Father of your children?  (with disbelief on my
face)  She said nothing, but her facial expression changed. I could see
that she saw/got my point (the guy is a jerk/loser), and then she felt
shame of what happened. As I left, he was still grinning (like, this guy
is not going to do nothin'), but later I heard him unhappy with her. So,
I used her wisdom to prevail over his childish/animal, anti-social
behavior. 

-At a different time and location, I saw from afar, a couple of dudes
(likely half wasted) that came upon my EV and were unplugging and
plugging my cord (in the front of my grill) to know what they had
(literally) stumbled upon. By the time I had got there, they were gone,
and ensured the charge resumed.

-Even at one of the Apt. I was staying at, I had neighbors that would go
out of their way to either park in my designated spot, or unplug my EV.
I would just park behind them and plug in, then call the manager to come
over. That only had to happen once with that neighbor, but is seemed
there were still plenty other that over-time, needed to learn the same
lesson.

-At a different Apt. complex, the greedy owner used the profits from
raising the rent every month (this happened a lot in Silicon Valley
during the venture capital heydays in the 1990's) to make improvements
on his property. The cheap contract labor he hired, were unplugging my
EV to use my AC power to run their tools. I learned to disconnect power
on my end of the long ext. cord running from my Apt window out to the
carport early before they arrived each and everyday (7 days a week). 

Ignoring all the evil-thoughts that go though people's minds, I found
that the number of people that do bad things are few. But if I allowed
myself to be in a vulnerable condition/situation, it would happen to me
more often that someone else. Thus, it is better to keep honest-people,
honest.
